GTX 780ti - blue dots on screen and resolution won't change

Hi, so I recently bought a used GTX 780ti from Ebay and I've just installed it for the first time.

There are a few problems:

- The display output contains lots of random blue dots that appear and disappear (even in the bios booting screen and windows)
- The resolution seems to be stuck at 800x600 for some reason
- I've tried completely uninstalling drivers and re-installing using the DDU software from Guru3D (didn't help. The first time I tried, the drivers installed successfully but after restart I couldn't change resolution again and the blue dots were still there. Every time I've tried to install drivers after, it seems to just go to a black screen, and the output stops working.)
- I've tried re-inserting the graphics card (didn't help)
- I've tried using different DVI (dual-link and normal) and HDMI cables which still yielded the same result

This is pretty much everything I could think of to check and I've also checked that all cables are plugged correctly and securely.

My PC details:
Windows 10 (64 bit)
PSU - Corsair CX750 (750w) Bronze
Motherboard: MSI Z170-A PRO
CPU: Intel i7-6700K
Memory: HyperX 16GB DDR4

Also, I have tried inserting a different GPU (a 750ti) and it worked fine in the same PCI-e slot on my motherboard.

Solution
The blue dots seem like artifacts which are signs of the graphics card dying. Seems like its probably just a faulty card since you already tried the 750ti and that worked fine.
