cyberpower uses okay PSUs and a 950 can definitely run on a <500w, and considering it runs on a 500w, the CPU should not bee too much for either.

Nvidia recommends a 350w psu. So you're obviously covered. 😉

recommendations are so subjective to the rig
my dad used to run a HD 3650 on a 250w, while it recommends 400w. runs fine even after 5 years
so I mean even more obviously covered XD

Yes one fan is Ok, I run my i5-2500k with an EVGA GTX 950 FTW with only one case fan.

I ran a 970 on a 450w bronze psu and had plenty of extra power left. So long story short: If the V12 Rail supports the AMP requirements, then definitely. But if you haven't bought it yet, look at a gtx 960 or a 1050/ 1050TI. If you don't have a 6 pin then the 1050TI is the highest you can go.

That's why Blower style GPU's exist. SO that can happen. And really, only one fan is needed for use, It'll just be hotter.
