I just got a GTX 950 and popped it in. It's one of those "silent cooling" cards, this one more specifically: http://www.amazon.com/EVGA-GeForce-Cooling-Graphics-02G-P4-2958-KR/dp/B013WQC9U2
The drivers and everything are installed, my system is certainly noticing the card and I do have my 6 pin power supply cable connected to it but the fans aren't spinning. I'm assuming this may be intentional design where it kicks in when the fans are needed, but keeps them off when not needed, but I wanted to ask here to make sure. I do think I've heard the fans spinning for a few seconds when I first started up my computer for the very first time with the GPU recently installed (without the drivers)
Idle temperature hasn't gone above 30c (86F) for the video card. Haven't tried gaming with it yet because I don't want to melt my card through my board if this is abnormal.
I also thought I heard something in a newegg/amazon review about some software needed for the 950's cooling that the drivers alone apparently don't provide. Anyone know anything about that or am I mistaken?
