Graphics cards typically run a lot hotter than CPUs (and are designed for it). Unless you're breaking 90C, I wouldn't worry about it, unless it is a change from past temps. If the card is now running a lot hotter than it used to, its cooler may be clogged with dust. A GTX950 shouldn't be so old that it is experiencing fan failure, but when your system is off see if the fan(s) spin freely. If they don't, bearing failure may be keeping them from spinning fast enough to cool the card.
