install msi afterburner

turn on cpu/gpu temp monitoring in the OSD

turn on cpu/gpu usage monitoring as well

play the game, post back max temps for both cpu and gpu, also max usage on the cpu/gpu

temps are good

run a scan with a anti-spyware program

also run a memory scan on your ram with memtest86

do you have windows set to high performance under the power options?

also choose max performance under the nvidia panel

stuck at 60 fps max? make sure you turn off vsync, that locks your max fps

its been a week now fixing my rig..i used to run dota 2 without changing any motherboard stuff..it was on optimized in ai suite 3 (asus) i could just run dota2 at 1366x768 around 80-120 fps
recently im being experiencing this situation
my power supply provide a 6+2 connector i guess it should be okay
i tried re-installing drivers ..yet same issue
i didnt format and re-install windows though just using the same hard disk where it was being used in an old intel dh61ww motherboard

i just now tried re installing drivers i guess the fps is back to normal thanks for da help MAXALGE
Thank you very much :)
