when I am adding the 950 to a ASUS Z170-A I do not get a signal thru the board nor graphic card to the monitor, motherboard shows all LED ok and working, how do I get it working?
 
Check that your CPU connection is in fact the 4+4 pin EPS connector, and not a 6+2 or 8 pin.
Although it will technically provide the same output, it will not boot with a 6+2 or 8 pin typically.
Also why do you have a Z170 board and what I assume to be a k processor and only a 950?
Priorities seem to be a bit muddled here.

I would try that first. if that doesn't work it could be a bad pcie slot/ graphics card
 
Highly doubtful, haven't seen a doa PCIE slot in years, it's typically the entire motherboard if it's busted. ;)
Also considering the system seems to recognize the card, try booting without the graphics card plugged in, does it still boot?
If so, boot the PC again, but with the graphics card plugged in.
Make sure your monitor is still plugged into the motherboard though for this part just for testing.

system boots normally without the 950, in regards to the config with a 950, which one you prefer?

Well, you are right. I didn't know that it seems to be a high end graphic card and a low budget graphic. For me it's already a reasonable price for a graphic - however, which graphic would you suggest to make it at least even? By the way, I'm not looking for to play shooter, more "slow" simulators
