So i bought the PNY GTX 960 OC which says it has a GPU Clock Speed 1203 megahertz (According to best buy's website) but in CPU-Z its showing that it is core clocked at 540mhz. What can i do to make it run at its full potential?
Warhead0 is absolutely right, even desktop graphics cards slow down when they are not needed. My GeForce GTX 970 reads 405 Mhz when not in use, and does not read the full speed unless a video application or game is running.
Also keep in mind that you really should run GPU-Z to look at the video card. CPU-Z frequently forgets that most video cards use clock doubling, so it will usually show the video card running at half its real speed.
