i just bought a gtx 960 palit jetstream 4gb and have been playing on bf4 at 1080p on ultra at 60+ fps, now i have 30 fps on every graphical setting and i dont know whats happening please help.
uninstall your gfx drivers completely.
clean your registry with ccleaner (run the reg cleaner multiple times till you get no more errors). then reboot and install fresh drivers from the nvidia site.
if you want to avoid any stability issues for now get the driver from before they issued them with vulcan support.
i have 8gb, i cant even open nvidia control panel everything has started to lag even the cursor ive restarted twice
Then It's probably your window problem I hope you are not running windows 8, 8.1 or 10 because they are <mod edit> for Gaming You should use Window 7 it you don't want to face these problems.

I don't think that is right, I use 10 (and have used 8.1) for gaming and I've never seen any issues associated with lag or anything with the cursor.

Doesn't sound like a hard drive fail unless they're running a mechanical drive. But even then that is most likely not the culprit. Although I guess it would help to know system specs as well.

The op was saying how his system was running slow were he couldn't open NVidia control. I did have a situation were my hdd failed and was causing my system to run really slow the hdd was making a ticking noise. That's the only reason why I said that

I'm not sure that would be the case either. If you have an SSD and your operating system is installed on the SSD, then I would think it would be an issue with the operating system installation. Either it would need to be reinstalled or reactivated in order for it to be used properly again. I can't imagine that something installed on a primary drive would affect a secondary unless it was trying to access documents of some sort on the secondary.
