Gtx 960 fan is on when computer starts up and no screen

I have had a gtx 960 Asus strix for about half a year now and recently it's been acting up.
Whenever I turn on the computer, the fans are on like really loud and the screen is black. Normally, the fans would be off and I would hear two beeping sounds but now there's no beeping noise, the screen is black and the graphics card fans are on for some odd reason.
When I switched my graphics card to another PCI express port, it still doesn't work.
But when I switched my graphics card to a previous one I had, the computer starts up normally.
What could be the problem that the gtx 960 is causing?
Could it be because the graphics card is defected?
Could it be the way I installed it into the PCI express port?
 
I've had this happen to me a few years ago. I was running an Asus motherboard with an NVidia chipset inside it and I decided to upgrade my 8800GTS-512 with an HD 6850 card. It worked great that day then the next day I didn't have any display with the GPU's fans running at 100%. I tried troubleshooting.. wasn't the PSU or the cable.. and I even updated the BIOS. Turns out it was the motherboard itself. The NVidia motherboard just wasn't compatible with an AMD card.

However, you said you've been using it for nearly 1/2 a year before this began to happen, right? Have you made any hardware changes/installs recently? What motherboard are you using? What PSU do you use? Is your card still under warranty? Since the 960 recently came out, I would imagine that it still is. Have you tried overclocking the card? One last question... is there any display during POST? Are you able to see your BIOS screen?
