GTX 960 fan speed at 100% constnatly

Hey guys, my 580 died last week so I bought a new card which is the GTX 960. Card works fine and it's installed ok, but the fan is constantly on 100% and the noise is huge.. Tried using EVGA Precision and MSI Afterburner, but altering the fan speed on them doesn't do anything when I apply the changes. It doesn't seem to recognise the actual fan speed on the programs, it just puts on the graphs what I change it to when I do, like it thinks it's changed it when really it hasn't.

Any ideas what the problem could be? It's so loud! Cheers.

Forgot to mention, when I start the pc it's fine, but when windows boots THAT'S when it goes up to 100%, about 10 seconds after logging onto windows. It's a windforce 4gb.

only thing you can try is to try different drivers . if that didn't help then simply its a faulty card . to be more specific its the fan controller is faulty and you can't fix that all you can do is RMA the card.

i already read reviews on amazon and newegg with cards that have similar problems you are not alone in this.
