GTX 960 Fans not on

I own a GTX 960 SSC 4gb version. Is there a reason my fans are never on? If i use a program like msi afterburner i can make them turn on, i have the default fan profile on. but i am confused as to why its not turning on.

Is this while in game or just idling? Typically the fans aren't supposed to turn on unless the card reaches like 50 degrees C or higher.
