Gtx 960 Fps Drop İssue

Hi guys im getting fps drop issue in every game. İn GTAV its rare to get fps drop but in PUBG its appear every 30-40 second sometimes 5 seconds especially first we get the plane scene im getting 9fps and gpu usage about in %20-30.
What i've done until now to try to fix the problem (BUT THESE ARE NOT SOLVE MY İSSUE) :
Uninstall/reinstall the drivers with DDU
Changing the PSU (Cooler Master 500w to EVGA 500W)
Trying the card in my friend's computer(ryzen 3 1300x,so there is nothing about bottleneck).
İ scan my ssd and hdd with HDtune and they're OK.
My temps are fine in game (CPU 50 Celcius - GPU 60 Celcius)
And i've coil whine also.
MY SPECS:
İ5 4460
12GİGS OF 1333Mhz RAM
MSİ GTX 960 2G Lite Edition
MSİ H97M-G43
SAMSUNG 850 EVO 120GB
TOSHİBA P300 1TB
EVGA 500W WHİTE PLUS (480W in 12A)
And also vsync is on in the nvidia control center. When i turn it off drops getting worse.

your ram speed seems offly low at 1333mhz, maybe oc the ram to 1866mhz if possible? .. PUBG isnt the most optimized game out there even powerful rigs cant get stable fps, and a gtx 960 isnt that powerful either

İm getting this problem in Gta V rarely than PUBG. My friend have a GT 1030 but he has not any kind of fps drop in PUBG. İ know that PUBG have some optimization problems so i have more drop in PUBG and less drop in GTA V. İm not able to O.C my rams.
