So I see streaming like ShaZam a csog streamer and he has a 760 and he gets 250fps constantly on every map where as I have a 960 and I get 150-270 on every map but I don't stream and ShaZam streams with 250-350 fps while streaming, I was just wondering how I ccan keep a constant 250-300
 
First, that framerate is useless to get to, I would not spend a minute trying to fix thing if I was you to try to get higher rates. 60 FPS and up is perfectly smooth, anything over that is just wasted power.

Second, you need to compare CPU and game settings in addition to just the video card to see how to get faster frames, and that includes the hard drive speed in some sense also, an SSD vs standard drive may help a bit in multi-tasking like gaming and streaming at the same time, RAM amount also.

 
Shazam usually plays on minimal settings in 4:3 mode as well. (and always in tournament play)
As above, you cant compare just single pieces of hardware. Not to mention that FPS dosnt matter anyway. If you had a 144Hz monitor, you would still be maxing out your framerate past your refresh rate. Any amount past your refresh rate is wasted. As long as you dont drop below the refresh rate you will never notice the chance, its impossible. (Unless you are on the fallout engine, the physics gets sped up)
