GTX 960 gpu usage spikes, lags

Hello there folks, I was doing good with my pc. But recently i got to setup windows on my pc bcz i wanted a freash windows. I downloaded the latest fall creators update(1709) and then setup it, After that i noticed my pc is shuttering, After effects are unstable very slow and before the windows setup which games ran good in my pc, Shadow of war, Project cars 2 , Paladins etc are also having gpu spikes and then stuck for 2 seconds and then again normal aftr 10-20 seconds the same thing happens and my gpu shos 0 usage i got stuck. Please help me.

My rig :

CPU: AMD Ryzen 1700 3.2 GHz (STOCK Ryzen COOLER)
GPU: MSI GTX 960 4GB
RAM: 8GB 2400 MHz (Avexier)
MOB: MSI X370 SLI PLUS
HDD: Toshiba 1TB 7200 RPM

I have a GTX 1080 and i get worst frame hitching on the creators update than what i got on the universal build. I get hitching in most of my games and i mostly think it both the display drivers and the OS.

I've had my issue since i got the new build and nothing has fixed it my end, i even had frame hitching on my old GTX 970. It may just be Nvidia having terrible drivers

yea, i got your point bt i am not used to it, before 4-7 days everything was fine, and you should know that i reversed back to the version 1703 which was running good evrything

I think i'm on that build, don't know. Its just some games get the worst of it frame hitching wise while some are okay. Its like weirdly i get zero frame hitching in Dishonored 2 for example.
