Yep, Nvidia power requirement for gtx 960 is 400 watts.

That depends upon whether the power supply averages or tops out 450W. You have to understand that being this close to the bare minimum, there are other concerns to look up.

It's an Antec PSU, and it's just fine. 218w output each on split 12v rail for a card that peaks at 100w under load.
