GTX 960 no video with riser card

I am having an issue with an SFF build, which occurs on my ASUS GTX 960 mini when using a riser card. Everything works fine when connected directly to the motherboard's PCI Express 3.0 16X port, but when connect with a riser cable, there is no video output.

I know the card is getting power since in both instances the power indicator light next to the 6 pin power connector on the gpu is lit.
I have tried messing with the BIOS, making sure PCI Express is the primary video output, and changing from gen3, gen2 and gen1, but none of that made a difference.

CPU: Intel Core i3-4130T 2.9GHz Dual-Core Processor
Motherboard: ASRock Z97E-ITX/ac Mini ITX LGA1150 Motherboard
Memory: G.Skill Sniper Gaming Series 16GB (2 x 8GB) DDR3-1600 Memory
Storage: Samsung 850 EVO-Series 500GB 2.5" Solid State Drive
Video Card: Asus GeForce GTX 960 2GB Video Card
Power Supply: X7-ATX-500 500W High Power 24PIN DC ATX Power Supply with Dual 12V Output Channels

There isn't a specific length that I can find for PCIe 3.0. But several sites list 8in as max. So the 7.4 inch length of the cable I listed would be max. You can't successfully use two.

Maybe your riser can support the power required from the PCIe bus that the 960 expects. Too much current would result in a voltage drop which would shut everything down.

Is this a flexible riser or a circuit card type? How long is the riser/extension?

I have tried 2 flexible risers
