Question GTX 960 not showing display when installed

Whenever I try to boot up my PC with my graphics card installed, it has no signal whatsoever. The fans are on full speed, and I know its a graphics card problem since when I install a gt 1030, it works just fine.

My specs are
Dell optiplex 990 motherboard
Samsung 8gb ddr3 ram (x2 4gb)
Intel Xeon E3 1230 CPU
EVGA Bstock 600w PSU
500GB Seagate HDD
150GB Seagate HDD
Windows 10

I am in need of help.

I had the same issue when I transfered my old nVidia GTX 980-ti from my old PC to my new build . Built a new PC, 11700k, DD4, on a Gigabyte Motherboard and an EVGA 750 PSU. Within 15 minutes of updating the nVidia drivers on Windows 11, it fried my GTX 980-ti. When I transfered the card back on my old computer, the motherboard still indicates VGA error.

I can't tell if it was the PSU, the Motherboard or the nVidia drivers update, but it looks like they may be trying to increase the demand for GPUs in a market that is already short on supply. If anyone has any insight, I would appreicate it.
