GTX 960 Only 1 fan spinning

I built my new pc yesterday and I was testing my gpu since this one only spins at a certain temperature. I accidentally touched one of the fans (right fan) not knowing it was spinning and now when I've test the fan and get it up to temperature the fan I touched isn't working but the other one is(left fan).

Is this normal or have I fucked up one of my fans?

I'm going to be straight with you: you screwed up that fan.

download msi afterburner, set the fan to 100%. check if it works or not.

Both are working when I test it. So that means that it is normal for only 1 fan to be spinning at a time?

so there you have it. strix. the fans on that card are designed on a temp curve. so it won't fire up until such time the fan is needed.
