For RAW PERFORMANCE an R9-280X is a better deal by about 15% if we compare good cards overclocked to max (the GTX960 is weaker to start but overclocks better which works out to about a 15% difference in the R9-280X's favor).

There are other factors in favor of the GTX960:
a) quieter and SILENT for certain models as fans can shut off in light usage
b) MFAA for certain games can add about 15% (varies a lot). More games will get added.
c) other: H.265, voxel lighting support for future games...

The R9-280X however has 3GB of VRAM which may big deal for some upcoming games.

*So pros and cons. If raw performance is most important I'd recommend...

Amen to that. Any of those would perfectly fit the bill for me to replace my 280X. Not that there's anything wrong with it, but more performance for lower power usage (and heat) combined with better drivers and game support would be very tempting. In the end, though, everything will depend on the price when and if they appear.

Yeah its a shame the 960 didnt have 4gb, I would have snapped up two in SLI straight away!

*So pros and cons. If raw performance is most important I'd recommend getting THIS card ($230 after $20 rebate):

Other:
It's important to note this card is $20 more than the EVGA GTX960 1.28GHz card which I also recommend. That's almost 10% more money and as said the performance difference (may) be about 15% between the two cards I list here.

If you factor in the NVidia differences (i.e. silent mode) that may sway many towards the above EVGA card. Again, pros and cons.

Solution
Personally, what I like about the GTX 960 is its lower power consumption and the added features. What I don't like about is the price which should have been in my opinion 170$. Second, it is the memory amount and especially the bandwitdh.
If this had 3 Gb of VRAM and a 192-bit bus at 200$, this would have been a beast of a card. But no, they are too greedy to admit that the GM206 architecture can hold more than 1024 Cuda cores, up to 1280 Cuda cores, and that they reduced the performance while keeping the same cost to make more profits. Nvidia side: Performance at 1080p too much, too close to GTX 970 for much lower price. Must lower specs to make money so GTX 970-80 be the best.

If it had even better performance for the price, it would have been selling like twice hotcakes than the GTX 970. I would have actually bought it if it was the case.
