GTx 970 99% usage on a 45 Inch TV at 1080p WHY ???

I have a 45 inch TV which is 1080p in which i get 99% GPU usage at 30-34 fps on Far Cry 4
and When i run on a 22 inch Monitor which is also 1080p i get 60-80% usage at 60 Fps Constant !!!
Why i get so high GPU Usage and low Fps on a TV and Good Fps and Less Gpu Usage on my Monitor !
Both Are 1080p
Does the Size really matters ???

Size has no bearing. 1080p on an HDTV has the same processing as on a monitor.

There must be something else going on with your HDTV settings but I don't know what that is.
