Ok, i have some question. Im not even sure if it was a problem but, it was GTX 970 so it supposedly able to run games smoothly in the ultra setting right?

So i recently played Assassin's Creed Syndicate. Im using "Very High" settings and got like 50ish FPS only, and sometimes it dipped into 30-40ish FPS. I tried the "High" settings, it wasnt any much of a difference.

So i tried checking with Msi Afterburner and i'm seeing that my GPU Usage was only 60-70% and when my fps dropped into 30fps the GPU Usage also dropped into 20%.

I tried Checking with MSI's Kombustor it was steadily 98% GPU usage.

Solution
Yeah, that sounds about right, the GTX 970 uses GPU Boost technology to increase the clockspeed if thermal limits allow, and that does sometimes exceed the 100% power usage. Your temperatures look to be about normal for your card. Kombuster is a GPU stress test, and you shouldn't be seeing usage drops at all below 98-99%, it's not a CPU heavy test so that wouldn't be holding you back. Some newer card do throttle back performance on Kombuster and similar tests because they tend to cause the GPU to overheat, so you may want to try testing with actual games.
Assassin's Creed Syndicate can't be run at 1080p ultra with 60FPS constant on a 980Ti, so it won't happen on a 970. The Nvidia GameWorks features really kill performance for the most part, though HBAO doesn't hurt it too bad. I was able to get 1080p 60 FPS, with Environment on Very High, Textures on Very High, HBAO+, High Shadows, with FXAA on my rig. PCSS Shadows, MSAA and TXAA will absolutely nuke your framerates, so keep that off. HBAO+ Ultra should be kept off if you want to maintain 60 FPS constant, but can be turned on if you're okay with some dips into the 50s.

The game is also quite CPU heavy, and it did peg my i5 6600k running at 3.9GHz to 100% most of the time, so if you have an i3 or AMD processor you may not get the same results. Lower clocked i5s may also struggle to stay above 60FPS consistently.

So, what you are saying is that Syndicate isnt the best game made... So, the GPU usage only having 60-70% a problem or not? Sorry, i'm not exactly einstein on PC, especially hardware.

Btw my specs is this:
CPU: i5 4460
M.Board: Gigabyte G1 Sniper b6
RAM: Corsair CMY86x3m2a1600CG (4gb x 2)
PSU: VenomRX 950 W
DISK: WD (green version) 2TB
GPU: MSI GTX 970 Gaming 4G Edition (well it's 3,5g 😛 )

GPU usage should be higher than 60-70%. I suppose you could be hitting a CPU bottleneck, the game is really CPU heavy and seems to need a very high clocked i5 or an i7 to maintain 60 FPS. If you are CPU bound, sadly there isn't much you can do, as your CPU isn't overclockable.

I'm sorry, but what is "bottleneck". As i stated before, im pretty stupid with computer.

It means your CPU may be slowing down your performance, that it can't feed data to your graphics card fast enough to get 100% usage in this particular game. Your GPU usage shouldn't be dropping to 20% though, even if you had a CPU bottleneck. You may have a questionable power supply, it seems to be only sold in Indonesia and has no in depth technical reviews about it. A bad quality power supply could cause performance problems.

You may want to test out performance in other games, if you're getting drops to low GPU usage with big framerate drops, and you don't have maxed out CPU usage, then you might want to look for a more reputable power supply.

Hmm, yeah the power supply was quite questionable brand. My seller told me that the brand was quite good and well. I'll try Kombustor and checking in with the MSI AfterBurner then.

I tried doing Msi Kombustor for 3minute (1280x720 AA: OFF)
I got min 191- Max 224 FPS.
My CPU 1 Usage 35-45
CPU 2 usage 82-97
CPU 3 35-42
GPU1 Usage 78-98

Power somewhat weird 92-105% (sometimes it surpassed 100%)

and for the temp of GPU is 70-75*C. Is this normal or quite questionable?

Ok, i will test it. But i'll probably do it tomorrow since atm it's 1AM in my place. Thx for all the help you gave, i hope you would still help me. This stuff is really bothering me a lot, it's quite disappointing. I thought GTX 970 was supposedly able to run games on ultra 60 fps smoothly. Not to mention i lived in a quite shit-hole country where the distributor of nvidia (msi, gigabyte and stuff) monopolize the prize. For example, even though basicly in US (newegg) the vga cost like 350$, in here it's about 500$.

I rode on other thread that some guy told to download driver booster 3, which was just like any other driver checker softwares. I tried it and found some of outdated driver.

I tried click one, it somehow forces my computer to restart (lol idk).

Also i would like to say with MSI Live Update it said my Mainboard BIOS/driver/utilities are the laster version,
