I've ran into an issue recently with my Asus Strix GTX 970 where my GPU clock will seemingly throttle due to power under load, however the power consumption never goes above 60%. The clock will idle at full speed, and even revert back to full speed when I alt tab from a game. Only when the GPU itself is under full load does it seem to throttle. I have done a clean install of drivers using DDU today and have tried numerous overclock settings, none seem to be helping. Currently on Nvidia control panel I have the 'Power Management Mode' Set to 'Prefer Maximum performance', but that hasn't seemed to help at all.
I've attached a video, any advice would be greatly appreciated.
