does the msi gtx 970 has a water cooling? or not? if, the gtx 970 doesn't have a water cooling, which brand is the best for that?

none. the $300 price for a custom loop on a $300 video card is now pointless when you can buy a $600 980ti that will be faster than the worlds highest overclocked 2.1ghz gtx970.
