Question GTX 970 Fan speed on idle

Hello all. Is it normal that my fan speed at my Nvidia 970 is too high on idle? About 2 years ago I did noticed a loud noice from card and figured out that only 1 fan was working... the other one was not moving. But now it does not make that loud and my pc is in position that would be a lot of trouble to open it and check . Is there a way to check if both fans are working from a software?

use afterburner, or precision x, or whatever MSI's rebranded software is, it'll tell you the fan RPMs

Thabks for answering. I did open the case after all and checked that both fans are working. I am now doing a quick format and then i will check out with the programs you said!
