I found out that as soon as i install the drivers, the card goes crazy, as soon as i uninstall them it goes to normal idle speed. What could this mean?

i confirm, i had to rma mine only for them not to find a problem. i had a similar problem as yours where the fans would crank up to max rpm and stay there but it was only for a few minuts then it would go to normal, cpuid hwmonitor showed my fan rpm at 0 when this happened and i couldnt control them either. did a fresh install of windows after i got my gpu back and reinstalled the driver and its good to go now, hasnt happened yet. try using a older driver?

Okay so thank you for your responses, i did the following:

1. Tried all versions of the NVIDIA drivers
2. Tried 3-4 different fan control programs
3. Tried it on both pci-e ports
4. Tried installing several different bios settings even setting one to put fans at 0 rpm
5. Tried contacting NVIDIA and GIGABYTE support and got nowhere.

Is there ANYTHING else i can try? The card still doesn't respond to the fan control programs and still cranks at what i approximate to be or to sound like 100%.

I tried contacting them through some kind of ''ticket'' form they use to submit technical questions to them. The status of the question is still ''pending to be answered'' and i havent got an answer in two days. Is there some kind of other support they offer that i dont know of?

I used the MSI Afterburner and GIGABYTE's OC Guru.
