Hello !
I've recently built a new computer and since the first day i'm getting pretty low performance in many many games. So, i've started to check each component one by one; did a couple of benchmark for the Cpu, RAM and GPU. CPU scores are pretty good, just like my RAM scores; but, my GPU is not performing as expected.
Here's my pc parts list and my score on Heaven 4.0 for my GPU benchmark :

Cpu : i5 6600k @4.5 ghz (1.26v)
Cpu Cooler : Corsair H100i V2
GPU : Gigabyte GTX 970 Windforce x3 OC
Mobo : Asus Maximus VIII Hero
Ram : 4*4 Gb Avexir ROG @3000 Mhz CL 15
SSD : Avexir E100 Series 240 gb
HDD : Western Digital 1 TB 7200rpm
PSU : Thermaltake Smart-SE 730w Bronze 80+
Case : NZXT s340

Heaven 4.0 results : ( no manual OC here, factory OC )

score: 801
FPS: 42.2
Min FPS: 23.3
Max FPS 71.8
Quality: Ultra
Tessellation: Extreme

While searching for an answer i found out that the GTX 970 usually gets around 1200+ score.
While gaming, i'm getting pretty poor FPS compared to what i see on some benchmark videos.

At Max settings i'm getting :

40 fps @ BioShock Infinite
45 fps @ Dark Souls 3
30 fps @ The witcher 3
40 fps @ Final Fantasy XIV

I tried to uninstall the drivers and everything related to the GPU with DDU and then reinstalled everything but this did not solve the problem. Tried to tweak with Nvidia control panel, still nothing. I overcklocked the GPU to 1420 mhz core / 3850 mhz memory, got some performance increase, but am i really supposed to do that to reach the performance of stock GTX 970 !?

Thanks for reading :)

Solution
Try using

http://www.userbenchmark.com/Software

This will check your whole pc but you can see the gpu performance compared with all other gtx970 cards. It will also show background cpu useage and if high as others mentioned could be throttling your system.

Evry other part of your pc seems great. Is the game on your ssd or hdd.. Ino the difference can sometimes be negligible but its worth a try just for testing purpose.

I found the witcher 3 to be hard on my mini itx gigabyte gtx970 and had to lower some settings to maintain 60fps.

There is the well known issue of the card only having 3.5gb full speed ram and although the other 0.5gb is usable i found breaking in to this amount to cause lag.

As others have said test in another pc...

Yes, i have monitored the in game with HW Monitor.

CPU load is around 50-60 % with a clock speed of 4500 mhz on all cores.
GPU usage 100 % with 3500 mhz on memory and 1253 mhz on core with no drop in frequencies ( it stay like that untill i close the game).
The temperatures seems okay, my CPU sits between 35 and 45 degress celcius and GPU do not go over 65 degrees. ( while gaming of course )

All games i play are at a resolution of 1920*1080 .

Sure. As soon as i get home (i'm at work acutally ) i'll do that and post a screenshot of my results.

Great.

Is this is clean install of windows on this hardware when it was built?

i do not know what you mean by a clean install. Everything is new in the build, and i bought a windows CD key if that's what you mean ( windows 10 64 bits ). Never formated the hard drive, it's been 3 months that windows is installed.

Yeah just mean that it wasnt a previous computer with windows installed then upgraded hardware.

Thats all fine.

I think the performance you are getting is normal, its just that you are maxing the settings out. If you check most benchmarks done by reviewers dont max everything out

Nope, it is not enabled. Vsync is actually disabled. All settings are on default in he 3D settings.

Yes i think they are up to date . Version : 376.33 Date : 12/14/2016

Those results are really low. Here's mine:

Being curious as I never know if my system is doing it's job, I did the test as well, I think its about anti-aliasing cause I get similar results sylvester does, except when I take the 8x aliasing off, it jumps way up in the 120FPS with low in 70's FPS

My Video card is EVGA GTX 970 AC2 SSC OC, I turned off my Antivirus to perform the test

for the record sake of this conversion, this my result which is very same as Sylvester has.

I did another benchmark and kept an eye on CPU temperature/usage.
Temperature was at 44 degrees celcius ( same when i am gaming ) and speed is always at 4.5ghz ( on all 4 cores) with a usage of 55 %.
For the GPU, temperature was at 62 degrees Celcius. Memory/core speed stay the same during tests ( no dropping) @ 1420 mhz /3850 mhz. Memory usage was at 30% and GPU Load at 100% during all the test.

It could be a faulty GPU, on another note, which PCIe slot did you connect the GPU, the top 2 are x16 and the bottom one is x4.. if its connected to the bottom slot, it would slow down the performance..just a thought

It is installed in the first PCIe slot ( closest slot to CPU ) and GPU-Z is telling me that it is on PCIe x16 3.0 @ x16 3.0 .
Yep...i'm starting to think that ''this'' GPU is actually broken or something....
