gtx 970 low gpu usage

This problem only seems to be occurring in games that aren't very demanding such as garry's mod (where it can sometimes drop to 6 percent gpu usage causing me to drop to 40-50 fp. my cpu usage being totally normal) and dota 2

another game that suffers from this is divinity original sin but a lot of people have that issue so it's probably an issue with the game itself

i have the msi version of the 970 and an i5-3570k which as far as i know is totally stable

i'm just wondering why this could be

i paid for such a nice card and right now im missing my 760 because at least it worked

garry's mod has actually become unplayable because it's sitting around 7 percent gpu usage what the fuck is this
