Gtx 970 not using all of its GPU.

Hey, ive been playing arma3 on ultra graphics and my GPU usage was around 90% and I ran around 70-60 fps. Today, and the next day,my GPU is at 30% usage and my game is running 40-30 fps. I don't know what to do to have my GPU usage back to normal. I saw the low GPU usage on MsiAfterburner.

My PC setup.
MSI gtx 970
i7-4790k
Asrock z97 pro4 motherboard
16 gigs RAM
650 wats power

Plz help, thank you.

+ I have my power usage on my GPU at 110% not 100%.

Did you do a driver update? Tried rebooting your pc? Uninstall drivers completely and reinstall doing a clean install. Try that
