I found some GTX 970's on newegg from their refurbished sale for $210. I was planning on getting a GTX 1060 ROG Strix for $320 and getting windows a month later, but is this sale something to consider?

It's a good deal and a 970 is a great card, but the 1060 is very impressive for the price. I've researched it quite a bit and have seen it beat 980's in benchmarks. It also draws less power, runs cooler, and has an overall smaller size.

My advice would be to go with the 1060.

Id say either get the 1060 or look for a really good deal on a 980 (non Ti or extremely good on a Ti)
I got lucky with the one I bought off of craigslist used.
the lowest new 980s right now are around $380+ on most places, though this place has a refurbed one for $340
