I gather you're talking load power consumption. The graph shows 179 for the Gigabyte and 200 (not 243) for the reference card.

That one's for 'Torture Testing' eg Furmark, Kombustor etc. So it uses more power again than 'Load' - which is usually just gaming.

This time the Gigabyte has used more power because its able to do that while keeping a lower temp.

No. In gaming. Depends on the editor as to what load - whether it uses hardware acceleration. Most of the load is still carried by the CPU though.

and the cpu 4590 tdp 84 is it load more then 84w?

The max they stressed the card was 243W. Its TDP is 150W

You can't OC the i5. It won't use much more than 84W at max stress. Not that you should run Prime 95 or such on it anyway.

150W is the TDP - design power limit. You can push further than that but then you're increasing the chance of card failure.
