GTX 970 problem?

I purchased a brand new GTX970 from ASUS and had some local guys install it. Okay so here is the problem, I am getting like 15-35FPS on shogun total war and napoleon total war at full 1080p with 2xAA SSOA and everything on ultra. I checked my CPU and its running at almost 100% even what at the game menu much less while in game. I managed to get about a 10% increase by getting rid of some unnecessary CPU usage however this is still frustrating. This game is over 3 years old and my computer is brand new what can I do to alleviate this issue to get better performance. Here are my specs...
AMD a10 6700-3.5ghz 8 gb of Ram
ASUS gtx970
Corsair 705 watt
And I don't know what kind of mother board I have but yeah

I think that cpu is bottlenecking the gpu..

Sounds like your CPU is bottlenecking the card.
