On the front of my graphics card box it says "4GB GDDR5". I'm assuming this is some type of ram. If so, what is it called and can I allocate more to certain programs (games).

It's Video RAM, games will allocate what is possible; however it's not exactly 4GB of VRAM it's 3.5GB of VRAM at full speed and .5GB at slower speed unlike most video cards where the full GDDR5 is running full speed.
