Gtx 970, really really bad fps preformance.

Hello, this is my build:

Gtx 970 4gb strix
I-5 2500
16 gb of ddr3 ram
Tx 650 psu

Ever since i've bought the Gtx 970 it's been preforming pretty shit, this is a screenshot of it running the Heaven benchmark 4.0 in the background using the stock overclock settings. Along with a screen of it running the benchmark in all it's 20 fps glory, and the settings used.

Is there something wrong with my build or with a part of the build?
I'm getting really worried, since i struggle to achieve 50 fps on gta v, dropping to 30 some times, using the geforce experiance settings.

I can't explain your performance issues, the 970 should be a great card. However I can comment that I don't trust the geforce experience settings at all. It completely mucked up the gameplay on a couple of my games. Now I either go with what the game suggests when it detects my graphics hardware or manually tweak it to my liking in game. I don't let the geforce experience set anything. I use a 980 myself though and generally at 1080 I can just use the highest settings without issue.

An example is why I don't use the geforce experience is for world of warcraft, I forget the exact name of the feature but it decided to set the game to 4K resolution and downsample it back to 1080 to improve the visuals. This dropped the framerate, did not...

That gpu usage graph is from when you do a heaven benchmark ? Looks like a driver issue .. card should be pulling continuous power from the psu and cap the usage. I had trouble with my 970 g1 gaming on the 359 drivers as well, just reverted ro 358 everything is fine now. try that.
