Question GTX 970 saying no power in pcie power ports when booting pc

Hi

I have a EVGA GTX 970 SC that when bootting the pc it says there is no power at the pcie ports but I have measured the port with a multimeter and there is power there

Any help would be much appreciated

Are you sure it's saying that or is it saying to connect the PCIe power cables?

I have worked on a lot of computers and can't remember when I ever got a message about PCIe port power.

Do you have supplemental PCI-e 6 pin and/or 8 pin connectors from PSU connected? (at top of GPU, pretty plainly visible)
