Question GTX 970 stuttering HELP

When i run aida 64 the gpu usage goes from 100% to 0% constantly. and in stuff like heaven benchmark I get a stutter where it drops from 90 frames to 10. what is this as its only in aida it shows the on off stuff but in games you feel the stutter every so often. rest of the pc is i5 3470 8gb ram. What could be causing this?

make and model of the psu?

cpu dosnt go above 60 and gpy max is 78 deg c
i already gave the system cpu i5 3470, ram 8gb ddr3 and gpu gtx 970. err it boots from an ssd and 550w psu thats all i can think to add
Really can think what to do, i have power settings at high performance in windows
help is super appreciated

You can hear the fan slow when it stutters if that means anything

Run 3D Mark Firestrike.

1. If GPU is faulty, the software won't let you complete the benchmark. It will fail and then you will know it's the GPU.

2. If on the other hand you will complete the benchmark and get a valid score, then it means there's probably nothing wrong with your GPU. It just stutters bc it doesn't have enough juice.

You could open it up, clean it and replace TIM to improve things a bit.
