GTX 970 suddenly stopped working

Today, when trying to install new RAM and a new hard drive into my build, once everything was setup it would not boot properly. In order to make sure that it was the new parts I removed all the new things and put it back the way it was when it still worked. When I tried to boot it again, the GPU fans went full power but nothing showed up on the monitor. I made sure everything was plugged in on the monitor and GPU (HDMI and power), as well as switching out the pci-e cord from the PSU to the GPU. I also changed the slot the card was in. Nothing I do changes the boot up sequence. The monitor recieves no signal from the card and the fans go full power. I booted the pc with the monitor connected to the MOBO and that seemed to work fine so I doubt that the cord is busted. Is my card dead or is there some other issue?

It might be a dead PSU or motherboard.

When you installed the new RAM did you remember to set the memory's Timing Settings? That could cause your computer to not boot up.
