GTX 970 trouble running COD B03

Hello again everyone,

With this new PC i just built, specs at that bottom of this post, I am able to get ultra in battlefield 3,4, and hardline without issues. I am also able to get ultra in need for speed most wanted which is an older game but it was on the house and i had fun playing it on PS3 so i thought i would give it a shot and the computer ran it like a champ. Back to the question though, I am having issue with Call of Duty Black Ops 3 again! I had the same issue with my last build and it was an XFX R9 280X based build but it was so bad when i tried to open COD BO3 that it wouldnt even open the game which is always frustrating when you just waited 5+ hours to download the game! So the game on the highest settings will stay well under 60FPS which i dont know why and it is very frustrating as i have read others (i know that the same model GPU's have room for error but this is a bit ridiculous) that can run it 1080p maxed out settings in the 100+area which is the way i am looking at taking my setup to a much higher refresh rate monitor, probably still going to stick with 1080 as it doesnt seem to be an issue and the second i do make the change there will be nothing holding me back from either SLI'ing the card i have no or getting the 980ti 😉 Also, with the game running at 1080p maxed out (excluding the ambient occlusion which demolishes PC's) it is both using 100% of the GPU and 100% of the CPU which from the research i have done seems to be a problem with COD that it for some reason maxes out certain CPU's, but should it max out the usage of my GPU?

Yea i have update the drivers but the comment below this one recommended the chipset drivers and flashing the bios which i have not done either of those, so i guess the proper answer to your question would be that i updated the simple ones and have tried the hotfix driver as well :)

EDIT: There is a bit of an issue with the MOBO BIOS update, it does not come in 64bit and will not run.
 
Big Thanks to smorizio!

The BIOS flash worked i was able to bring the CPU usage down to an average of 35% during the game play which seemed to spike to 95% when dying and returning to the spawn screen, it also brought the GPU usage all the way down to %44 at completely maxed out settings at 1080p using a 27" 2ms monitor to game on and the 50" 1080p vizio tv above as a monitor for MSI to watch card temps, GPU and CPU usage and CPU temps.

instead of just flashing to the most up to date version of Gigabytes BIOS's i decided to update to the OC'able version for the non-K syklake CPU's so now not only does the game work but i am now also able to overclock the CPU.

Time to start looking into what clock i can push the i5-6400 to with the cooler master 212 hyper evo, and if i cannot push it that far due to lack of cooling i will get an AIO or a custom water loop in the not so near future then will continue my efforts. Thanks so much again for the help everyone this forum is the best for fixing the things that i break!
