GTX 970 underperforming

So about for a few weeks now my 970 has been struggling when it should not be.
an example of this is me trying to play PVK2 (a half life 2 mod) and not even getting near constant 60 fps.
Could anybody guess as to why this is? over heating? Bad drivers? Virus?

EDIT: Just tested in another game,New vegas,got similar poor performance.

i7 4790k 4.0 GHZ and mainly FPS

Do you mean my average game settings,or my clock settings?
If games usually the max,if gpu clock i usually have it at the base speed GPUTWEAK has it at,which is as follows.
1253 boost clock
1175 gpu voltage
memory clock of 7010

I'm getting very sporadic clock speeds while playing,if that helps at all.

Just switched out my 970 with my radeon 280,problems still happen,so it's not the gpu itself,possible bitcoin miner? power supply issue?
