GTX 970 Usage isn't maxing out ?

GTX 970 doesnt go above 70% usage ?

Tested this running multiple games such as mgs V far cry 4 bf4

Why is this ?

My CPU is fx 8350, usage is around 55% on all cores when gaming, and increases to 70% when recording/streaming.

I've been having same issue. I run a 970 with a FX-6300 and beside some CPU issues my 970 never hits past 70%. I use maybe 50-60% in Unity.
I just consider this a blessing. I think our cards just don't need all that usage for these games. And I'll drink to that!

Mine are topping out at 90%, I had my 660Ti's hitting 98-99% under the same conditions so there does seem to be some sort of limiter in play.
