gtx 970 useage droping in battlefield

not sure whats going on but in bf4 my gpu useage drops down to 21% ever 5-10mins of game play or sometimes down to 80% then it is causing stutters my fps dont dip below 68 and the highest is 188fps. map is metro cq. game settings are all maxed but aa is turned off and in 1440p

need any pictures or videos ask ill upload some need settings just let me know

things i have tired
CPU core unpacking- did help with my cpu spikes was stuttering ever 30 secs
re downloading drivers deleting all of the old ones
crying because stutters came back =/
nvida power setting to maximum
tried to re download direct x
there are new drivers for the new batman game but i didn't update my drivers yet because everything was working fine in till my GPU wanted to drop in GPU usage
i tired limting my fps to 144fps as that what my monitor can handle then i tired 60 fps and still was stuttering.

i took my pc to a repair shop and they tested all my hardware and said everything was fine but my hard drive skiped 1mb of data in like 4 hours of testing and they said that is common

What kind of temps are your cpu and gpu hitting ?
What brand is your power supply ?

cpu temps 52-65c avg 61c
gpu temps 63-69 avg 67-68
i have tested a different power supply with my build and still had the same promble and it is 750watt bronze star i am not sure of the brand it started with a u i belive
