Whenever I launch into a game the graphic card goes very loud then goes quiet when I then get into the game it then goes loud again, it doesn't stop untill you go to the home screen of the game. I have tried 2 games, Rainbow Six Siege and player unknowns battle grounds

I agree sounds normal to me, though depending on the GTX 970 you have the NVidia curve can be like 30% until you hit 50c then it rockets up, I used MSI afterburner to make it a more progressive curve myself , but if it is running all out full and hit 80'c then fan also will out on full, and that is normal.
Please post your full spec.

Which 970 specifically? What resolution are you playing at? What does your case airflow look like?

It doesn't sound unrealistic. Your GPU will ramp up in game (getting warmer, requiring higher fan speeds to keep it cool), and once you return to the home screen, it's not very demanding at all - so the utilization comes down, temps come down as a result, and the fans don't need to run so much
