I found asus R9 280x for half the price of gtx 970.
800$ for the 970 + new cpu + motherboard vs 200$ for r9 280x
which one should I get if I intend to max games in 1080p with 60 fps? and which option has
higher bang for the buck?

Cpu phenom ii x4 955
Gpu Hd 6850

The GTX 970 beats the R9 290X at 1920 x 1080 so it's really up to you and how much you want to spend.

I am ok if it wont max unoptimized games such as Watch dogs or the very demanding games like Metro and crysis.

I have read that 955 bottleneck 970

800$ for i5 4690k, motherboard and gtx 970

It might a little bit. But a system with a 955 and a GTX 970 will perform better than a system with a 955 and an R9 280X.

Even in GPU based games i noticed a huge difference going from Phenom II x4 965 to I5 4590 this is with a HD7850.

by all means 965/955 are good cpus, power house of its time, but it's now 6years old.

either way getting a 280X or 970, You won't get the most out of either with your current cpu in all honesty.
