GTX 980 30fps on Metro Last Light?

Hi there. I'm getting an average of 30fps (give or take) on Metro Last Light Redux with my MSI GTX 980. GPU usage is at 100% the entire time, and temperature stable at 75C. In Arma 3, I get 40fps at around 50% usage, and for some reason it won't automatically increase usage to give me 60fps. Do I have a faulty card, or is it something to do with drivers?

Do you have Vsync on if so turn it off and check if you have SSAA on, if you do turn it off
