GTX 980 in 3.0 x16 PCIe slot, but is running at 8GB/s. Help!

I have my GTX 980 in the single 3.0 x16 PCIe slot on my ASUS Z97-PRO(Wi-Fi ac) Motherboard.
In HWiNFO64 it says it's running at 8GB/s instead of 16GB/s.

1. Am I wrong?

2. Why?

3. How to fix it?

- 16.0 GB (2x8) 1600 MHz Corsair Vengence Ram
- ASUS Z97-PRO(Wi-Fi ac) Motherboard
- Microsoft Windows 8.1 64 Bit
- Samsung 840 Evo 250 GB SSD
- WD Black 1TB HDD
- WD Blue 1TB HDD
- MSI GTX 980 4GD5 OCV1
- ASUS BW-16D1HT Blu-ray Drive
- Thermaltake DPS G 750w PSU
- Thermaltake Urban T81 Case

EDIT: Also what does this mean?
The PCIe x16_3 slot shares bandwidth with USB3_E12 and PCIe x1_4. The PCIe x16_3 is default at x1 mode.

A Pcie version 3 lane is capable of 985MB/s (PER LANE) or 8GT (giga transfers) so an x16 slot would have 15.75GB/s of bandwidth.

Matterupr - please make sure you have nothing in the pciex16_2 slot. Your gpu should be in the x16_1 slot.
