GTX 980 Low fps hits when playing Fallout 4

Hey all, I don't understand why my 980 is getting these massive fps drops, I use to get solid 60fps everything 1080p Ultra now i get 25-30 and don't get me started when i get in to city areas.
I've experimented with the graphics setting such as turning off godrays and all them fps killing features. I've optimized the game through nvidia and that is still the same.

Now i have a temporary fix for this where i can get 60fps everything on ultra but that only lasts roughly 15-20 minutes before it drops to 25- 30fps. What I do is I go to BIOS and manually boot from my HDD. It automatically boots from my hdd but it will still have bad fps in game, some how it temporarily fixes my fps issues when i manually boot.

I have changed my v-sync too adaptive and Power management to Max Performance and all that.
I've searched through a lot of forums to find a fix but i'm at a loss.

My CPU temps and loads are fine. Like it's not even cracking a sweat
Same goes with my gpu. In theory this game should be a picnic for my gpu..

Specs are:
i5 4690k clocked at 3.9ghz (Lol not alot but i don't want to stress it with stock fan)
MSI GTX 980 4gb (Not OC)
12gb Ram
ASUS B85M-G mobo
500w PSU

It doesn't appear to be my GPU All drivers are uptodate, I've uninstalled and reinstalled but that hasn't fixed anything. I can run every other game great except for Arma 3 and Black Ops 3 those games suffer from the same disease as fallout 4 but i don't care so much about them as i'm on a Fallout 4 buzz.

It doesn't appear to be my PSU unit as well.

I'm looking that it could be my BIOS settings or just a bad mobo. Would setting my ram to XMP mode in BIOS be harmful?
