GTX 980 "Low" FPS in CS:GO (Counter Strike: GO) - 100-350fps (fluctuating)

Hello,

Current specs are as follows:

CPU: i7-4790 (3.6Ghz) - Water cooled with idle temps @ ~35 & Load Temps @ ~50
GPU: GTX 980 4GB (Maxwell Reference Design) - Get's a little hot at (around 60 C)
RAM: Corsair Vengeance 16GB
PSU: Ace 850W PSU (Non modular)

I am running the game with startup options (-novid -nojoy +exec Ethan.cfg +exec autoexec -console -cl_forcepreload 1 -useforcedmparms -noforcemaccel -noforcemspd -threads 4 -high -nod3d9ex -freq 60 -refresh 60)

I have the game Low / Medium Settings with FXAA disabled etc.

I am running the game at usually 200FPS+ but sometimes it fluctuates (100-300)

I used to own a GTX 960 4GB and I seem to remember it ran faster than this new card I have purchased?

It is possibly worth mentioning that my FPS in other games has INCREASED since I upgraded from the GTX 960, like Rocket League, Overwatch etc.

I am using a PSU that has 1 x 6 pin connector, and am using a 1x 6 pin to 2x 6 pin ( https://www.amazon.co.uk/Startech-com-Express-Power-Splitter-Cable/dp/B004NNTVT6/ref=sr_1_12?ie=UTF8&qid=1517696804&sr=8-12&keywords=6pin+to+2+6+pin )

Although this has been working fine, with positive reviews on amazon.

Did you remember to do a CLEAN settings profile when installing the Nvidia driver? That's a step a lot of people miss. It could matter. Gotta do "custom installation" to get that option.
