GTX 980 or GTX 970?

Solution
Nothing is certain, can't predict the future. For now though, if you are on 1080p you'll be fine with a 970. A 970 can still handle 1440p quite well but if you want to play demanding games at high FPS I'd get two for SLI for $700. If you were to SLI 980s you would get say anywhere from 10-30% performance increase for over $400 more. If I were concerned about the money I'd go with two 970s. I think the 970 is the best bang for the buck high-end card ever. The 780 was what $600 when it was released? And the 970 beats it at almost half the price. I bought a 780 ti for $715 and I'm pissed now because had I waited a few months I could have gotten two 970s or 780s for the price of the one 780 ti. Now I have to shell out another $450 if I want...

How much performance would be given, if you sli another GTX 970?

It definitely won't be max settings in 3-5 years time lol. Sli 970s/980s maybe max for 3 years for most games, maybe 4, but no single card will ever max out games that come out 3 years after it.

I would say go GTX 970, the performance difference is tiny and the price is amazing. Also, SLI 970s are awesome 😀

Edit: You MIGHT be able to get 30~ fps in about 3/4 years time with a single 970/980 on max settings, but even that isn't certain

The 970s are scarce right now so if you can't find them you can also get a 780 for around $330. It's performance roughly the same but you'd miss out on the new features and lower TDP if any of that really matters to you.
