Question GTX 980 Ti Black screen / Not GPU detection

Problem: GPU does not display and does not show up in Windows device manager when using igpu. The only way to boot into windows is with igpu. Gtx 980 ti fans turn on as well as lights up.
when not using Onboard graphics the pc still boots I can tell because my keyboard and mouse turn off and on as it cycles through to windows.

The gtx 980 ti works perfectly fine in another test pc, with the same literal power supply, so both the PSU and GPU are in working order

My guess is the PCIe x16 slot is dead but I can't wrap my head around how the card is receiving power even without my 2x 8 pin connections plugged in
also, the bios does not have an option to disable onboard graphics but it does have an option to set PCIe to preference first which I have tried.
so between trying to install new drivers with the onboard graphics with new fresh uninstall of all previous drivers with DDU, and updating all known drivers with driver easy I do not know the problem.
Nvidia also says it cant detect compatible hardware when installing drivers.
