Question gtx 980 ti crashing at start up

hello i bought today a secondhand gtx 980 ti. when i put it on my pc and started it i had some lines (it looked like it was crashing). after that i tried putting the resolution from 720p to 1080p and then it started showing white/red lines again. so i reverted it and tried updating the drivers and my pc crashed since then.

my specs
asrock b450 steel legend
azza argb 650w 80 bronze plus
corsair pro vengenace 2x8gb 3200mhz
ryzen 5 3600

please help
 
was it tested before you bought it. I mean did you see it working properly on the seller's pc before you paid for it?
the guy i bought it from claims that it was working yesterday and that he was playing a fortnite match he had photo but i am not sure if that is true
i dont think he is scamming because he had 380 reviews where most of them were 5 stars reviews
 
return it. Gpu could have been dead, even before it was sold to you.
if only i could. i made the guy bring it to me which was pretty stupid of me. he doesnt want it back he is saying that it might be my fault that it isnt working.
is there really no fix i saw some threads and yeah they all said that the gpu was dead
 
And the hot spot?
The gpu core temperature is an average. The hot spot is the reading from the hottest sensor on the die.
i use a application called advanced systemcare it show how much your gpu temp is. i dont think i can see how much the hot spot is. you think that there is a part of the gpu that its failing ?

Get Gpu-Z(then go to sensors tab) or HWINFO(sensors only). They will display both gpu core and gpu hot spot.
IF that checks out fine, then I'd say the card's memory is on it's way out.
 
You got screwed over...

About the only things that should be reading 0 are fan speed(if the gpu cooler has a fan off function), gpu bus, and video engine.
update i got a expert have a look at it. it seems a capacitor is missing from c301 (330 51L3F D). he soldered onethat looks like it called 330 338W D. but its still aint working, do i have to get exact same one?
