Gtx 980 ti low usage

Hi I'm play bf4 and other games but I will use bf 4 as an example. On bf 4 I see people getting 100-160 fps on 70-90% load. I only get 60-120 on 40-60% load. This problem is also for other games and I can't seem to find the issue. I removed my previous drivers. Installed the newest one just recently. I tried 3d mark, valley, and heaven benchmarks. These are on 1080p.
On 3dmark I got 21k on graphics score
Heaven I got 100 fps
On Valley I got 113 fps.

My specs.
I have a i7 3770k @ 3.5ghz
32gb of ddr3 1333mhz ram
a asus gtx 980 ti gold edtion
gigabyte motherboard z77x-ud5h.

Any help would be appreciated.

What's your CPU usage?

Its at 3.9ghz on games but the usage depends. It never went pay 60% and always never went past 60 degrees cel

Do you have V-Sync enabled?

Try updating your video card drivers and using nvidias game optimization utility to pick the perfect setting for bf4. Sometimes the newest driver can provide better support for a specific game.

Try cranking up the settings to maximum and see if the GPU usage increased.
It should be at 90-99% percentage.

I have the latest drivers. I also overclocked the cpu to 4.1 ghz stable. I don't want to enable maximum performance because I will have to change it back to optimal mode once I start reading manga or watching videos.
